I have managed to narrow it down to Tarren Mill, Twisting Nether, Ragnaros and Stormscale. Basically having the most people on your faction on the server is the most important. Advantages are that you get more guilds, more people in cities and trade chat, and a healthy economy (though that is not faction-specific). Silvermoon is one of the most active PVE servers in EU for Alliance. If you're Alliance then I'd suggest staying on Silvermoon. If you're Horde then go Draenor. You can get a full tier 3 set for less than a million if you’re lucky, or a little over. On other realms you cant. On EU the only "real" RP server left is Argent Dawn, the rest are either dead or are RP realms only in name. It's majority Alliance but plenty of Horde stuff too.Grobbulus is a very good server. Nice balance with good RP, PVP, and PVE guilds. If interested, join horde and look for Wolves and Ravens guild (awesome people that help newcomers level). Tichondrius is the big one for Horde, Sargeras for Alliance. Any high pop server is likely to have more pvpers by virtue of having more people in general. You can also do some quick research by looking at the PvP ladders and seeing where the top players are. Even the non-gladiators will tend to congregate on those servers too. Dalaran-Wow has been my default server for the past 6-7 years, and it is great too, just low pop now. Alliance has more RP and activity overall, but the server has a LOT of toxic people in it now, and a lot of people who mock and insult RPers. That makes no sense. It is an RP server. You can get a full tier 3 set for less than a million if you’re lucky, or a little over. On other realms you cant. You probably can, if buying transmog is your thing, and if you can get a million on a low-pop realm.Dalaran wow has outdated inferior scripts and low pop, while Cromiecraft is still in its lvling phase (they release 10 by 10 lvls every few months or so) with sub 1k pop at best and by now is considered a meme in the community. Other servers like old sunwells and whitemanes realms are empty.Warmane is not highly regarded here at all. All but one of the realms is completely P2W, and the PvP is cross-realm so you'll be at a huge disadvantage anyways. Classic WotLK should be out within the next year or so, would be better to wait for that instead. Chromie is good, but it's vanilla WoW in the WotLK client. .
